V1.0 (232 KB) is a Win32 application I write a couple of years back. The interface is not great, but it is simple. 1) Load Runic file, 2) Type in english text in the right-bottom text box, 3) Generate the Runic, 4) Save the runic output to BMP file.

The program supports Angelic, Malachim, Point River, Druic Runes, Seax-Wicca, and Theban written languages.
